Progressive and USAA are only genuine alternatives if you are eligible for USAA, which limits membership to the military community and their families. If you qualify for both, the decision rests on four published 2026 rate comparisons by driver profile, each company's NAIC complaint index, and three concrete policy differences: accident forgiveness, rental reimbursement and the rideshare endorsement.
Nothing below is a quote, and no figure here is your rate. Premiums are individually underwritten by state, zip code, limits, deductible, vehicle, driving record and — where state law permits it — credit-based insurance score.
Quick Verdict
| Measure | Progressive | USAA |
|---|---|---|
| Average full-coverage premium | The figure published in Insure.com's study, 6 May 2026 (annual basis — halve it to compare against a six-month policy term) | The figure published in Insure.com's study, 5 January 2026 (same annual basis) |
| Minimum-coverage premium | Not published in the 6 May 2026 Insure.com study; price it yourself at your state's statutory floor (Texas, for example, is 30/60/25) | Not published in the 5 January 2026 Insure.com study; use the same 30/60/25 Texas benchmark so the two quotes are like-for-like |
| NAIC complaint index | Reported by Insure.com, 6 May 2026, and read against the 1.00 market baseline | Reported by Insure.com, 5 January 2026, against the same 1.00 baseline |
| AM Best Financial Strength Rating | Affirmed 1 May 2026 (AM Best, via Morningstar/Business Wire) | Affirmed 25 June 2026 (AM Best, via Yahoo Finance/Business Wire) |
| Standout benefit | Accident forgiveness, on the terms Insure.com set out on 6 May 2026 | No automatic rate increase for one at-fault accident once you have held USAA coverage long enough (AutoInsurance.com) |
Two things about that table. The NAIC complaint index is a ratio, not a count: 1.00 is the expected number of confirmed complaints for a company of that size in that market, so a score below 1.00 means fewer complaints than its market share predicts and above 1.00 means more. An AM Best affirmation is a point-in-time opinion on claims-paying ability from one agency; it is not a guarantee of future solvency and does not carry across to any other rating agency's scale.
Also note that the two Insure.com figures were published roughly four months apart, so they do not reflect an identical rating snapshot.
Price Comparison by Driver Profile
NerdWallet's 2026 rate analysis publishes an average full-coverage rate for both companies against the same baseline driver: a 35-year-old with good credit. That controlled profile is the only fair way to compare, because a quote for a 19-year-old in a dense urban territory is not comparable to anything.
| Driver profile (35-year-old, good credit, full coverage) | Progressive | USAA |
|---|---|---|
| Clean driving history | NerdWallet's published 2026 average rate for Progressive | NerdWallet's published 2026 average rate for USAA |
| One speeding ticket | NerdWallet's published 2026 post-ticket average for Progressive | NerdWallet's published 2026 post-ticket average for USAA |
| One at-fault crash | NerdWallet's published 2026 post-crash average for Progressive | NerdWallet's published 2026 post-crash average for USAA |
| DUI on record | NerdWallet's published 2026 post-DUI average for Progressive | NerdWallet's published 2026 post-DUI average for USAA |
Read the gap, not the absolute number. The two figures in each row are built on the same assumptions, so the difference between them is the useful output; the dollar amount itself is a national average and will not match a bound premium in your zip code.
Three things move those numbers in your own quote more than the company name does:
- Surcharge rules are filed by state. How long a speeding ticket or at-fault crash sits on your record, and how much it loads the premium, comes out of each insurer's filed rating plan in your state — not a national policy.
- A DUI often changes what you can buy, not just the price. Many states require an SR-22 or FR-44 filing after a DUI conviction, and some carriers decline to write or renew. Check whether the company will still write you before comparing rates.
- Credit-based insurance score. Both of the profiles above assume good credit. California, Hawaii, Massachusetts and Michigan restrict or ban the use of credit in auto rating, so the credit assumption is irrelevant to a quote in those states and significant almost everywhere else.
Coverage and Policy Differences
Accident forgiveness. Progressive offers accident forgiveness on the terms Insure.com described on 6 May 2026 — the key detail is what counts as a forgivable claim and how long you must have been insured before it applies. USAA's approach is structurally different: AutoInsurance.com reports that USAA does not automatically raise rates for an at-fault accident if you have carried USAA coverage long enough. One is a named feature attached to the policy; the other is a tenure-based rating practice. Neither applies to every driver, and neither prevents the other driver's insurer or your own claim history from affecting a future quote elsewhere.
Rental reimbursement. Progressive sells rental reimbursement as optional coverage with the terms set out by Insure.com on 6 May 2026 — it pays up to a daily and per-claim limit you choose when you buy it. USAA's equivalent is described as rental reimbursement and transportation expenses (Insure.com, 5 January 2026), wording that signals coverage beyond a rental car alone. The practical question for both is the same: what is the daily dollar cap, what is the total cap per claim, and does the clock stop when the insurer declares the vehicle a total loss. Those numbers are in the declarations page, not the brochure.
Rideshare endorsement. If you drive for Uber or Lyft, a standard personal auto policy generally excludes the period when the app is on. Progressive's rideshare endorsement has an average monthly cost published by InsuredBetter.com; USAA's is also published there and was described as the most affordable this year. Availability is state-by-state for both companies — the endorsement is not filed everywhere — so confirm it exists in your state before you rely on it.
Eligibility, the feature that overrides the rest. Progressive writes personal auto for the general public. USAA membership is limited to the military community: serving members, veterans, and eligible family members. If you do not qualify, nothing above matters.
Claims Process Compared
The hardest numbers available on how these two handle customers are their NAIC complaint indexes. Insure.com reported USAA's score on 5 January 2026 and Progressive's on 6 May 2026, both measured against the same 1.00 baseline, where 1.00 is the complaint volume expected for a company of that market share. That index counts confirmed complaints filed with state insurance departments — it covers billing, underwriting and policyholder-service disputes as well as claims, so it is a proxy for friction, not a pure claims-satisfaction score.
On payout timing, be sceptical of any flat promise from either company. Time to payment is governed by your state's unfair claims settlement practices statute, which sets deadlines for acknowledging a claim, completing the investigation and issuing payment once liability is accepted. Those deadlines are the same for Progressive and USAA in the same state. What differs between insurers is how quickly an estimate is written, whether a photo estimate is accepted, and how fast a total-loss valuation is produced — and none of that is published as a guaranteed timeframe by either company.
Repair guarantees work the same way. Both carriers operate networks of approved shops, and the written repair warranty in that arrangement is a term of the shop agreement, not a blanket promise in your policy. Before authorising work:
- Ask the adjuster in writing whether the shop is in the insurer's network and who stands behind the repair warranty — the shop, the insurer, or both.
- Ask whether the estimate specifies OEM, aftermarket or reconditioned parts, and what your state's regulations require on parts disclosure.
- If your car is newer and the repair is structural, ask whether diminished value is recoverable in your state and under which policy — that answer turns on the filed language and on whether you are claiming against your own insurer or the at-fault driver's.
No claim is guaranteed to be paid, paid in full, or paid on any schedule. Each one is adjudicated on its own facts and on the policy language in force on the date of loss.
Who Should Choose Which
- You are not eligible for USAA membership. Choose Progressive. USAA writes only for the military community, so there is no comparison to run.
- You have one at-fault accident and long tenure with your current carrier. Lean USAA if you qualify — AutoInsurance.com reports USAA does not automatically raise rates for an at-fault accident once you have been insured with them long enough, which Progressive matches only through its accident forgiveness terms as described by Insure.com on 6 May 2026.
- You drive for a rideshare platform. Lean USAA if eligible: InsuredBetter.com reports USAA's rideshare endorsement average monthly cost as the most affordable this year, with Progressive's published alongside it. Confirm the endorsement is filed in your state first.
- You have a DUI on record. Run both quotes and compare the NerdWallet 2026 post-DUI averages for each, then ask whether the company will file an SR-22 or FR-44 in your state — acceptance matters more than the quoted price.
- You want the complaint record to decide. Compare the Insure.com-reported NAIC complaint index for Progressive (6 May 2026) with USAA's (5 January 2026) against the 1.00 baseline, and treat the gap as a measure of total policyholder friction, not claims alone.
- You care most about claims-paying strength. Both are covered by current AM Best affirmations — Progressive on 1 May 2026 and USAA on 25 June 2026 — so this should not be the tiebreaker between them.
Questions
Can I buy a USAA policy if I am not in the military?
No. USAA membership is restricted to serving members, veterans and eligible family members, which is why the 5 January 2026 Insure.com figures for USAA are irrelevant to most drivers. If you were eligible through a parent or spouse, check whether that pathway still applies before assuming you can be quoted.
Does Progressive's accident forgiveness apply to my first claim straight away?
Not necessarily. Progressive's accident forgiveness operates on the specific terms Insure.com set out on 6 May 2026, which turn on claim size and how long you have been insured. Read the endorsement language in your state before you count on it after a loss.
Are the NerdWallet 2026 figures a six-month premium?
They are published as average annual full-coverage rates for a 35-year-old with good credit, so halve them for a rough six-month comparison. A Progressive quote at Texas minimum limits of 30/60/25 is a different product entirely and will not track those full-coverage averages.
Which company pays for a rental car for longer?
Neither publishes an open-ended limit. USAA's coverage is described as rental reimbursement and transportation expenses (Insure.com, 5 January 2026), while Progressive's pays up to the daily and per-claim limit you select. Ask specifically whether payments stop on the date a total loss is declared.
Does USAA's AM Best affirmation mean my claim is safe?
No. AM Best affirmed USAA's Financial Strength Rating on 25 June 2026, which is one agency's opinion on claims-paying ability at that date. It says nothing about whether a specific claim will be accepted, and it does not transfer to ratings issued by other agencies.
