USAA is a membership insurer, not an open-market one: you can only buy a policy if you have a military connection, either through your own service or through a parent or spouse. For those who qualify, it offers the full range of standard car insurance coverages, a long discount list that includes military-specific perks like garaging on base, and two app-based safe-driving programmes. The catch is eligibility — and the fact that some of its most attractive app discounts are not offered in every state.

Who can actually buy a policy
USAA restricts membership rather than selling to the general public. Eligibility generally extends to active-duty service members, National Guard and Reserve members, honorably discharged veterans, cadets and midshipmen at the service academies, and the spouses, widows, widowers and children of members.
The practical effect is that membership passes down a generation: if a parent held a USAA auto policy, an adult child can usually start their own. If nobody in your immediate family has served, USAA is simply not an option, and you should be comparing other carriers instead.
Eligibility rules do change at the edges, so if you are a borderline case — a stepchild, a divorced spouse, a long-ago discharge — confirm directly with USAA before you assume you are out.
Coverage and what comes with it
The core lineup is conventional and complete: liability, collision, comprehensive, uninsured and underinsured motorist, personal injury protection where it applies, and medical payments coverage.
On top of that you can add rental reimbursement, roadside assistance and replacement assistance. One item deserves a careful read: the gap-style product on offer is rideshare gap protection, which covers the window when a rideshare driver is logged in and waiting for a request. That is not the same thing as traditional loan or lease gap insurance that pays the difference between a totalled car's value and what you still owe. If you financed a new car and want that payoff protection, ask specifically and get the answer in writing.
The SafePilot apps and the discount list
USAA runs two telematics programmes. SafePilot gives a discount for signing up, then adjusts your rate at renewal based on how you actually drive. SafePilot Miles is the low-mileage version, pricing on distance driven as well as driving behaviour — worth a look if your car mostly sits.
Neither is available everywhere. SafePilot is not offered in California at all, and the sign-up discount is reported as unavailable in a further group of states including Arizona, the District of Columbia, Hawaii, New Hampshire, New York, North Dakota, South Dakota, Vermont, West Virginia and Wyoming. Check your own state before you count on it.
The rest of the discount list is broad: bundling with home or renters cover, a clean record maintained over several years, defensive driving and driver's education courses, good student status, insuring more than one vehicle, a vehicle under three years old, anti-theft devices, long-term storage, garaging on a military base, and a legacy discount for members whose parent held a USAA auto policy.
Buying and service
You can quote and buy online, and third-party sources point to a phone route for applications as well. There is no independent agent network — USAA sells direct, so everything runs through its own website, app and call centre.
For members who are comfortable self-serving digitally, that is efficient. If you prefer a local agent who knows your name and handles your claim paperwork in person, this is not that kind of insurer.
USAA's complaint record and financial strength rating are shown alongside this review and updated from the ratings database rather than quoted here; check them there before you decide.
How it fits military life
Several details are built around service: the garage-on-base discount, the storage discount for a car parked up during a deployment, and the legacy discount that keeps families on the books across generations.
If you move frequently between duty stations, ask early how rates and coverage change with each state — auto insurance is regulated state by state, and a PCS move can shift both your premium and the availability of the telematics discounts described above.

Questions
Can I join USAA if nobody in my family served?
No. USAA sells only to people with a qualifying military connection — your own service, or that of a parent or spouse. Without one, you will need to shop elsewhere.
Does my USAA membership pass to my children?
Generally yes. Children of members can usually start their own policy, and there is a legacy discount aimed at exactly that situation. Confirm your specific circumstances with USAA.
Will the SafePilot app raise my rate if I drive badly?
SafePilot gives a sign-up discount and then adjusts your rate at renewal based on your driving. Ask USAA how your state's programme handles poor scores before enrolling, since telematics rules vary by state.
Does USAA offer gap insurance for a car loan?
The gap-type product listed is rideshare gap protection for drivers waiting on a ride request — not traditional loan or lease payoff gap cover. If you need payoff protection on a financed car, ask specifically.
Can I buy without talking to anyone?
Yes, USAA quotes and sells online, and a phone route is also available. There is no independent agent network, so all service runs through USAA directly.
Is there a special programme for teen drivers?
No distinct teen programme was confirmed. Young drivers are served by the standard driver's education and good student discounts instead.
